State Officials Show New Whims

While the government urges us to shrink the belt officials in the Council of Ministers shall not be deprived of the luxury two-layer toilet paper.

Luxury toilet paper, soap and expensive cleaners – these are just some of the amenities that will please the government officials from the Council of Ministers in the next two years. The Council of Ministers is looking for a company to deliver cleaners, liquid soap, toilet paper and garbage bags for over BGN183,000 without VAT. The competition is divided into three lots, and money will go for several buildings in the capital, administrative office and a few favorite places for recreation managers – the Residence of Euxinograd Varna and the Boyana and Shabla.

For the past six years (since 2007), the Government held six tenders for the supply of toiletries. One was discontinued in 2008, because of disclosure violations in the process, but nothing significant happened – just a few months later it was announced in the same way. Only in 2012 there have been two such tenders. In late June, the Central Procurement Authority whose principal is Finance Minister Simeon Dyankov announced a tender for selection of companies to clean up government departments and agencies over the next two years. Indeed, the amount of BGN183,000 may not seem quite so high, but for the products that are at stake, this is a good amount. For comparison, in 2011, for the same activity the state paid the company some BGN157,000 without VAT.

Moreover, the technical specifications say that it is necessary the liquid soap to be specially designed for luxury dispensers. Officials requested the same class of toilet paper and other consumables.
