Bulgarian institutions are in a stalemate at the most inopportune moment. After the deeds of the former ruling party, heavy responsibilities lay down on the shoulders of deputy ministers and secretaries of the departments, they will be hard to handle. The country should meet its commitments under the operational programmes by the end of 2013, as well as prepare adequate and workable strategies for development for the programming period 2014 to 2020.
