The Government in retirement adopted a new approach for the selection of subcontractors beneficiaries of EU projects. The communication of the Council of Ministers says that the changes are intended to simplify the procedure, which will now become a public invitation and the right to bid will be for all stakeholders.
We reached to the change through a long-sought after optimization and reducing the administrative burden for applicants for grants from the EU. Businesses will be facilitated in the implementation of European investment funds through simplified procedures for selecting contractors. Changes will reflect positively on the effective management of European projects, they will facilitate and speed up the process and make it more suited to the business logic, explained a a representatives of the press team of Minister in retirement Tomislav Donchev.
However, the introduced optimization will benefit mostly the beneficiaries of OP Competitiveness and Human Resources Development as well as some measures of Administrative Capacity programmes. It will be applied in the selection of subcontractors in projects funded by the Joint Operational Programme Black Sea Basin 2007 – 2013, the Financial Mechanism of the European Economic Area and Norwegian Financial Mechanism. Generally, applicants for grants will be able to carry out relevant procedures for selecting the contractor before awarding the money. For example, if a company applies for the purchase of new equipment, it will be able to choose a provider before they complete all procedures for the examination of its project, which ultimately will save a lot of time.
Contenders for funding and beneficiaries, however, will be able to apply for this scheme only if the amount of the grant is greater than 50 percent of the total project, but its value is 60 thousand levs for construction and 20 thousand levs for supplies or services.
