The official leadership of the Ministry of Healthcare is trying to solve the complex puzzle of choosing a team in hospitals in the worst possible ways and make people pay for almost everything. The proposed new version of the ordinance to implement the right of access to medical care is said to be intended to terminated forced choice of medical teams. But realistically, with amendments, the governors of hospitals will receive in their hands a number of other mechanisms to bully and empty the pockets of the patients.
Firstly, the Ministry of Healtcare, currently led by Professor Nikolai Petrov offers each patient to be in position to choose a team after being admitted to hospital under a clinical pathway and is appointed a doctor. For this purpose, clinics need to state in the application for admission who the respective physician is. So far so good. But at the same time under the pretext that he wanted to stop unacceptable practices to pay for additional services, the healthcare ministry is actually trying to legalize them. This will happen if the intention each hospital itself to determine on a market basis how much costs what it offers in additional utility and organizational bonuses. On top of it, in the list of ancillary services of the healthcare ministry there seem to be conditions quite necessary for a hospital stay. For example, a health center will now be able to claim more cash, depending on whether the room has one or two beds, toilet, television and Internet, or offers to patients to choose a meal from a menu of their choice. Attendants of patients older than 18 years will pay when their presence is not recommended by a doctor issuing the medical treatment direction. Fortunately, at least the mothers of hospitalized children will still not have to pay.
The patient will not choose a team directly after being accepted for medical care, but can be forced by the hospital administration to make an additional consultation. And this will be paid. In the future, before enrolling in a clinical pathway, anyone can ask for consultative examination in connection with his impending hospitalization. The price will be determined solely by the hospital and will vary depending on the academic position, length of service and the degree of the examining physician. Individual supervision by a nurse is also slated for additional pay.
