Former chairman of the Commission for Consumer Protection Damyan Lazarov whose notorious deeds have been widely discussed in media, entered in newspaper pages again last week. On the agenda now is his existence as a man in the shadows behind the Wind Energy project. It is about the scandalous plan of his two daughters for a construction around Duranculak lake, against which environmentalists have been alarming for years. The project envisages the construction of a wind farm of 95 fins together with another 150 other items, and even a holiday resort .
Due to the complex reasoning of Bulgarian magistrates who ruled that the repealed permission for the construction of the wind farm by the former Minister of Environment and Water Nona Karadjova does not satisfy the laws of the country, Sofia may get huge sanctions by the European Commission. A statement made by the current Minister of Ecology Iskra Mihailova informed that the penal procedure for Bulgaria is expected to be submitted to the European Court in late October.
In practice, having not respected the decision to halt the construction and removing the ban of ex-minister Karadjova magistrates of the Supreme Administrative Court gave the green light to the project. And not only for the construction of a wind farm near Durankulak, but also for the second one at Kaliakra cape. Both have a total capacity of nearly 500 megawatts. Experts explain that the investment price per megawatt is at least 1 million. But this impressive investment (about 500 million) could easily be paid and bring significant benefits to the owners, as the National Electric Company and EDC are obliged to buy all poer made ?from greenenergy plants at a preferential price.
Insiders report that near Kaliakra the wind farm is projected to have 150 turbines with a capacity of 300 megawatts. The funding is said to come again from the company Wind Energy 3000, which according to the information system Daxy has for one of its managers and owners 28 -year-old Ljubov Lazarova, one of Damyan Lazarov’s daughters.
All other managers and owners of Wind Energy 3000, are entangled in many companies whose branches go all the way to Xingtan Electric Manufacturing Group Corporation in China, as well as to the offshore company Korbett LTD. This in turn enables the origin of money for such investments to remain unclear.
The second wind farm – near Durankulak – will have 95 turbines with a total capacity of 190 megawatts and needed investment will be at least 190 million. It is to be built from the Wind Energy Consortium, led again by Ljubov Lazarova.
Among the prepared penal procedure, the European Commission is already conducting 14 environment lawsuits against Bulgaria and Ecology Ministry has assured the media they were doing everything possible penalties be reduced.
