Air Traffic Control directorate (ATC) announced a few days ago two new procedures for selection of companies to operate its resort centres in Bansko and the Black Sea resort St. Konstantin and Elena. In the autumn of last year, the state enterprise tried to find companies to take over hotel and restaurant services, rehabilitation of guests, maintenance and operation of sports facilities, care for indoor and outdoor gardening, etc. But after the change of the Director General Diyan Dinev, the public orders of Tsvetan Dilov were suspended.
The reason for the termination of the tender for the resort St. St. Constantine and Helena was that none of the offers submitted met the predetermined conditions. Participants had to prove proceeds from the performance of similar services in the amount of not less than 2 million levs as a total for the previous three financial years (2010, 2011 and 2012) They were also required to hold a valid certificate for a system of quality management EN ISO 9001:2008, and a number of other qualifications and professional qualifications relevant to each of the services required.
The new tender for the facility in the seaside resort the term of the contract has been se to three, not two years. It is also interesting that in spite of preserved volume of activities and extended period of service by 12 months the amount the contractor will receive has been reduced. It has not been mentioned explicitly, but from the volume of deposit for participation it can be concluded that it is about 1 million levs, without VAT, while previously it was by 200,000 levs more. The requirement for a turnover has also been reduced from 2 million levs for the past three years to 1 million lev. It is likely that these adjustments may increase the number of potential candidates to join the race.
A check of the BANKER in the register of contracts found that in 2012 and 2013 for maintenance of facilities of ATC in St. Konstantin and Elena was hired Facility Optimum Bulgaria. Its contract, which expired at the end of 2013 was for just over 1 million lev, VAT included, and the required turnover was 1.5 million levs. According to the information system Daxy owners of 45 percent of the shares of the company are AG Capital JSC and Liechtenstein-registered Yamas Establishment. The remaining 10 percent is in the hands of George Pavlov, who is also a member of the board of directors of the company.
In fact Facility Optimum Bulgaria offers services to the other resort base of the air controllers – the one in Bansko. At the end of 2011 it signed a two-year contract worth nearly 890,000 levs, VAT excluded, for exactly the same activities as stipulated in the contract for the sea resort base. As already mentioned, last year saw a new tender announced for selection of a maintenance company there. However, it was closed due to perceived violations that led to a considerable reduction of the number of parties that could take part in the tender. The new contract requirement for turnover is reduced from 1.5 million levs for the past three financial years to 1 million levs. Furthermore, the future managers will be hired for 36 months, not for 24, although, again, they will get the same pay.
