Bulgaria’s President Rosen Plevneliev asked Parliament to carry out three actions before it ceases operations in early August. This is an update of the state budget and the budget of the National Health Insurance Fund, more rights for the interim government, including to contract borrowings on international money markets, and to take all the necessary steps allowing the Bulgarian National Bank to work for the restoring the peace and quiet in the banking system. This was announced on July 24 (Thursday) by the Head of State after consultation with representatives of political parties. They took place barely two hours after the National Assembly voted the resignation of the Cabinet Oresharski.
The president explained that this is necessary for the work of the next two governments by the end of the year and for society. „Please update the state budget and make an objective reading of the revenues and expenses of the debt and deficit,“ urged the President.
Plevneliev said that he discussed with political parties the question of the condition in which this composition of the National Assembly will leave the Central Bank. In his words, it is especially important in a period without Parliament to have a working Central Bank, which is a source of comfort and confidence for the entire financial and banking system.
The Head of State started the procedure provided by the Constitution for the award of exploration mandates for forming a new cabinet. He gave the first one of them to the GERB leader Boyko Borissov as the representatives of the largest party in parliament, but he returned it immediately. The president is to give the mandate to the socialists and then to the third political force – the Movement for Rights and Freedoms (MRF).
Plevneliev responded to the criticism of the leftists, for having called the consultations on the same day, when the resignation of the government was voted. „The main parliamentary parties confirmed their position not to attempt to form a new cabinet within this Parliament,“ pointed out the President.
This means that they will have to only formally fulfill the constitutional requirements for awarding and returning the mandate, so that the procedure for the dissolution of the National Assembly may take place on the agreed date – August 6. Then the composition of the future caretaker government will have to be announced.
