Parliament terminated early the mandate of deputy chairman of the Financial Supervision Commission (FSC), Nikolai Popov, who resigned. He was elected to the position 2 years ago, and his term of office had to continue until mid-2015. Popov headed Management and Supervision of Investment Business in the FSC.
The resignation of Vice President of FSC Nikolay Popov was overnight passed by the National Assembly. Popov informed about his decision the Banker weekly in the late afternoon of 11 November, and the next morning the MPs voted it. Asked by the editorial staff about the reasons Popov said: For personal reasons, not related to FSC. He declined to comment on whether he was offered another government position. The resignation of the head of the Investment Supervision in FSC was approved in parliament by 97 votes, with 17 against and 23 abstentions.
Georgi Kadiev of the parliamentary group of the socialists (BSP) expressed concerns that pressure may have been exerted on Popov. The Banker asked Mr. Popov if any version is probable. He flatly denied.
Chairman of the Financial Supervision Commission Stoyan Mavrodiev has lead a long battle with his deputies Borislav Bogoyev and Nikolay Popov. The conflict crystallized in their dispute about the new building, which the commission had to move in. Mr. Mavrodiev told the BANKER that any suggestions that he himself has decided to rent a new office building for the Commission were false, libelous, defamatory and derogatory. He even sent a complaint with the prosecutor general and insisted on checking the claims of both his colleagues and clarification about the truth with the case with their signatures on the document for selection of a new building.
“I think Mr. Popov is an extremely qualified person and I'm sorry that he had resigned because the Bulgarian administration cannot lose people like him so easily,“ said MP Kadiev. He urged the Parliament not to accept resignations until they understand what is happening in the FSC. His proposal to postpone the point, however, was rejected.
According to him, the real question is why FSC is not working and why the licence of the bankrupt CCB bank for an investment intermediary has not been revoked.
“What do you think is the reputation of the FSC when its president is a person who is a witness in the case for money laundering (Stoyan Mavrodiev )? So how can a witness in the case, who hid from the court to be chairman of such an institution? This guy is a former member of GERB! Do not hide him, do not keep him! Why a second Vice President of the FSC leaves, allegedly for personal reasons, just six months before the expiry of his mandate,” asked Kadiev.
President of the Parliamentary Group of GERB Tsvetan Tsvetanov assured that there had been absolutely no link between GERB and the resignation of Nikolai Popov, who himself had to answer if there was any pressure or not.
“I want to tell you that FSC has been managed by Stoyan Mavrodiev for years and if there was something that concerned possible abuse, I think you were in position in the previous Parliament as a majority, to solve these problems,” Tsvetanov said.
