The grand ambitions of the Government to renovate in several years part of the prefab homes in the country with money under the Regional Development operational program are about to stumble in the very beginning. Only days ago, during the opening of technical bids for selection of project managers under the projects for energy renovation of Bulgarian homes, it became clear that for the position in the countryrquote s Northwest region no candidate turned up. This is the region of Vidin, Vratsa, Montana, Lovech, Montana, Pleven and Lom.
Representatives of the ministry explained that the deadline for submission of proposals will be extended by 30 days and if no interest arise again, the procedure for the area will be closed. This in fact means that in this part of the county no concrete blocks will be renovated at least until the next period of the OP – for years 2014-2020.
For the remaining five regions and Sofia applied ten consortia and a company. Somewhat similar to situation in the northwest zone has been observed in the North Central region, where the towns of Veliko Tarnovo, Gabrovo, Razgrad, Ruse, Silistra and Svishtov are. There is only one candidate who made a bid for the region: the association EnEffect Consult – Ruse, which includes Tone 21 and Buildconsult LTD. Thus, in practice there will be no competition for a contractor there, but the scenario could get even worse if the consortium fails to meet the preliminary requirements of the procedure.
A little more optimistic are the cases in other areas where at least two contenders are. In Northeastern Bulgaria (Varna, Dobrich, Targovishte, Shumen) for project managers have applied His Pro Consult (involving Hass Story Ltd., Buildcontrol Ltd. and Gas Flow Control) and Proenergy – Varna consortium which includes the Black Sea Regional Agency for Energy Management, Energoaudit Ltd and Burov LTD.
In Blagoevgrad, Dupnitsa, Gotse Delchev, Kyustendil, Pernik and Petrich (Southeastern Bulgaria) also two consortia have submitted offers Updating Energy Efficiency of Buildings (Toplokontrol Ltd., Burid 69 Ltd, ISUO Consult Ltd. and the Institute for Social Services in the Community Foundation) as well as Supermakt (Makterconsult Ltd and Supervisor Ltd.).
Candidate consultants for the revamping of the concrete housing units in the South-Central Bulgaria, a region which covers the towns of Kardjali, Pazardjik, Plovdiv, Smolyan, Haskovo, Velingrad, Karlovo and Panagyurishte, will be the Energy Efficiency of Buildings consortium (TUV Nord – Bulgaria Ltd., Energy Agency Foundation endash Plovdiv, EP Consult Ltd.) and consortium CEG-Ruvex (Consulting Engineering Group Ltd and Ruvex AD).
Two tenders offers have been submitted also for Bourgas, Sliven, Stara Zagora, Yambol and Kazanlak (South-East Bulgaria). One proposal has been submitted by Daedalus-ICC-Consulting which combines Daedalus Ltd. and Menastroy Ltd. and the other one has been lodged by Energy Saving company. It has turned up independently and in case it wins, it will work with subcontractor VM Energy LTD.
Even for the seemingly most lucrative part of the cake endash the selection of consultants for the renovation of housing units in the capital, the candidates are two again. These are the Obnoven Dom union in Sofia (Energoeffect, Bulgarian-Austrian Consulting Company, the Local Initiatives for European Development Foundation) and consortium Project Managers for energy renovation of Sofia city (San Consulting Ltd. GM Consulting Ltd., plus Centre for Entrepreneurship and Executive Development – Bulgaria).
The companies that win will manage the projects for refurbishing of old concrete blocks, they carry out the preparatory work for the renovation and will assist residents in the blocks in completing the documents and their delivery to institutions, assessing the compliance of investment projects and will also organize public competitions to select the construction company. For these activities they will have 32 months during which they will need to collect BGN500 in advance payment from each household for inclusion in the initiative and to ensure that they will not withdraw from the project.
Against this activity winners in the seven different positions of the auction will earn BGN4.335 million or as an average a project manager will be paid about BGN600,000-620,000.
