Bulgarian National Bank released a public invitation for selecting a company to develop, implement and maintain an information unit called Payroll the Central Bank. The tender deadline is close to expire – the offers must be submitted by Tuesday, October 30.
The contract will be for one year and shall not exceed the amount of BGN66,000. The selected unit will receive the sum in four quarterly installments.
The documents set all conditions for the successful candidate and how maintenance of the system is to be perfromed. The winner will have to have at least one office in Sofia and at least three contracts in force during the last three years for the development, implementation and support of operating systems versions, using an Oracle database and Oracle development tools. The total turnover of services similar to the subject of the contract for the last three years should not be less than BGN200,000 without VAT. The candidate must possess a valid certificate of quality ISO 9001:2008 for the design, development and implementation of information systems.
The requirements for the number and qualifications of members of the proposed team that will execute the contract are too specific and narrow the circle of suspects. Apart from a manager and a business analyst, the company must have at least two developers. The project manager should have been the head of at least three completed projects, and have work experience of minimum 10 years. The business analyst is required to have participated in at least three projects, including business analysis and modeling processes; as well as have knowledge and experience in business analysis in the development and implementation of information systems using Oracle Database and Oracle development tools and a length of experience of at least five years. Developers are required to have work experience of at least three years related to the development and implementation of such systems.
