Rearranging the puzzle in the construction industry after the fall of the GERB government has already begun. The favorites of yesterday wonder whether they can keep their positions against the advancing new players – who had previously been overboard. Indications of these worries in the sector are the contracts that were awarded extremely fast in the last days of in power of the Cabinet of Boyko Borissov.
On March 14, for example, in the absence of any media the price bids of the eligible participants in an open tender for the renovation of the Central Railway Station – Sofia were opened. The official announcement did not provide information on why four of the six candidates were eliminated from the procedure. Moreover, they are well-known companies in the country – the Greek Terna Turkish Dogus in partnership with the local CK-13 Holding, Trace Group which participated together with Stanilov and GP Group; as well as the Austrian Strabag that formed a consortium together with the architectural studio Architectonika where the owner is the brother of the chief architect of Sofia Petar Dikov – Kalin Dikov.
So in the race remained two participants. The first is the consortium Balkanstroy – Reming, which includes designer Reming Consult Ltd. of Slovakia, and Balkanstroy AD, which received a technical score of 40 points and has offered a price of 63.51 million lev without VAT. The second unit is GBS-Sofia Central Station formed by Glavbolgarstroy AD, Vodstroy 98 AD and Industrial Construction Holding JSC whose technical evaluation was 39.01 points and a bid price of 55.96 million levs without VAT and in practice may well be regarded as the final winner of this tender.
The company of Simeon Peshov, Glavbolgarstroy, is well known, whereas Vodstroy 98 has recently become active in the construction market. It is controlled by Ivan Mirinski that through its PM Control in 2008 acquired a 96% stake in it against 2 million levs. In 2011 Vodstroy 98 privatized Industrial Construction Holding for 12 million levs. Both Companies are associated with Corporate Commercial Bank. A few months ago the alliance between GBS and Vodstroy won the construction of the sports hall in Plovdiv against 30 million levs. Vodstroy is also involved in the consortium that is the concessionaire of the Marine Station in Nessebar.
A very suspicious was the repair project of the entrance boulevard of Varna – Vladislav Varnenchik. For it, the GERB government allocated 5 million levs in absentia and it happened literally in the last days of the Cabinet.
It turned out, however, that competition for this solid amount was never organized. And the funds will be shared among closer to GERD companies that have won tenders for the maintenance of road surface of the city of Varna by 31 March 2016 against 60 million levs.
These are Hydrostroy, whose manager is the GERB councilor in Varna Town Hall, Nicholay Pashov. His father Kupen Pashov is head of a department in the municipality of Varna. The second company, which will absorb some of the money to repair the Boulevard Vladislav Varnenchik is Ingstroyengineering – also among the winners in regular auctions of Varna Municipality on roadworks. Behind the firm is businessman Plamen Stilyanov who holds part of the travel orders in the field and through another company is building the Varna’s waste plant.
