With a total of 122 cars and trucks will be equipped for Christmas CEZ Distribution Bulgaria. Thanks to a loophole in the Public Procurement Act the distribution company in Western Bulgaria has spent over 5.5 million lev without a genuine contest, auction or other competition procedure between importers and manufacturers of vehicles. In this case there was a negotiation without notice (under Article 103 of the law) and the company directly purchased cars from their distributors.
Contracts with the chosen MG Service and Euratek were signed on December 10. The first company will provide 55 trucks Isuzu D – max and 16 Suzuki Jimny for the amount of 4,339,478 levs. This means that the average price of one of the vehicles is 61,119 levs. Euratek will deliver 51 Skoda Fabia Comfort 1.6 TDI CR with 75 HP power at a total price of 1,121,979 levs. This means a price of a car is 21,999 levs for each vehicle.
Judging from the information in the records of procurement procedure, this is the first case in which CEZ Distribution Bulgaria has bought cars directly from importers, albeit without real competition. The previous practice was even more questionable, since the energy distribution company paid its parent company – CEZ Bulgaria for the purchase or lease of motor vehicles. Under this scheme last year costs of tens of thousands of euros were invoiced and respectively were recognized by the State Energy and Water Regulatory Commission, which means – reflected in the price of electricity bills for everyone. Something that will undoubtedly happen with the current spending, too.
