The state will again line the pockets of well-known suppliers of fuel – Lukoil and Petrol. Absurdly enough, for the millions of gallons of gasoline and diesel, which are ordered, it will get insignificant discounts – far below the ones each ordinary driver can get.
On October 24, the Ministry of Physical Education and Sports sent invitations to Lukoil and Petrol to submit tenders offers for a contract for the supply of motor fuel and car care products through cards for cashless payments. The term is two years and the amount the Ministry is prepared to spend is 110,000 levs without VAT. Who exactly will be given the money will depend on the discounts offered off the market price at the time of delivery and the greater weight will be given to discounts for petrol and diesel. Bonuses will remain unchanged for the entire duration of the contract and the issuing, and reissuing of cards for cashless payments will be free.
The offers of Lukoil and Petrol were open last week and the only media that attended the procedure was the BANKER weekly. Lukoil gave a discount of 1% for fuels and car care products, while Petrol proposed 1.1 percent off the price. The funny thing is that similar or even better extras can be enjoyed by any driver. Lukoil provides to ordinary drivers a card with a discount of five cents per litre when paying in cash, equal to about 2 percent off the current price of gasoline A95, which is 2.61 lev. One should not forget that Lukoil offers additional promotions for the special Ecto fuels, which are 10 cents a litre, or about 4 percent. They apply for ordinary drivers, no matter how much gasoline or diesel they fill.
Petrol also offers discount card with no requirements to customers. They give a 8 cents per litre off the price due to the attractiveness of the promotion in the middle of the year the cards were sold out. Not to mention that there are gas stations that directly offer a 5% discount. Therefore, to say the least, it is strange that Lukoil and Petrol turn out to be so stingy when it comes to state administration.
