Social Budget Falls by BGN652MN in 2015

If one has to believe to the calculations made by the experts of social ministry, it appears that in 2015 almost all Bulgarians will have a job, the state will have overcome the demographic crisis and people in general will be completely satisfied with their income. The updated estimate for the 2015 budget presented by officials led by Minister Mladenov, shows that that the ministry plans to spend 652 million levs less than in the current year. Drastically will be cut and the money for the implementation of social policies. The programme Providing employment and improving the quality of the workforce of unemployed and employed plans to trim its total expenditure from 608 million levs to critical 149 million levs. To ensure appropriate working conditions will go to 45 million levs less, and the programme targeting risk populations expects a decrease of more than 3 million levs.

For Integration of Persons with Disabilities the state should allocate 169 million levs in 2015 as compared to 202 million in 2013. By nearly 50 million levs will be reduced the funds for social inclusion policies, which concerns mainly the programme to provide a family environment for the children living in shelter homes. The program Demographic Development of the population will melt, and instead of 9.66-million to be allocated in 2013, it will only have 174,000 levs.

It is unclear on what parameters and estimation the social ministry wants to suffocate itself by stopping half of its money, but recent data from the autumn economic forecast of the European Commission are not very optimistic and show that our country is on its knees before unemployment prospects. And the picture is unlikely to change just for one year or two. Brussels says at the end of 2012 unemployed in Bulgaria will be more than 13% of the population, or more than 430,000 people. True, it is pouring hundreds of millions through the European programs for employment, but they seem to be flowing in the wrong direction.
