Would the Coral beach be saved from the frantic building intentions that were inscribed in the project of the Spanish company Iberdrola Inmobilaria? The answer came in part after the decision of the Burgas Administrative Court as announced last week, which canceled one out of a total of 17 building permits issued by the municipality of Tsarevo for the future resort Coral Beach Elite. At this stage it appears that the only illegal building is the power switchyard to the complex. The investment project was approved in July 2007 and, according to article 145, paragraph 4 of the Law on Spatial Planning in the event that within one year from the approval of the investment project, the investor fails to make application to obtain a building permit, the document loses its legal action. In other words, the building permit, which was confirmed at the end of 2012 was issued based on invalid investment plan and was ruled unlawful. Court’s decision is final. In other words, thus they cut off the possibility of electrifying the buildings of the grand project.

Moreover, at the beginning of this year, the regional directorate for supervision in Bourgas already ruled that four of the construction permits of the Spanish company are illegal and cancelled them. The reason was that when they were issued (in 2012) the impact assessment on environment was dated back to 2004 and, while the environment assessment have a five-year validity, the permits are void. Investors, however, appealed that decision and at this stage there is still no final decision.

The project for the Coral beach of Iberdrola Inmobilariyaq a company which took over most of the privatized in 2002 130 acres of land. planned the construction of 2,500 apartments. Upon completion of all judicial proceedings, it would obviously need the project to be revised again and probably will have to issue new environmental assessment, clearly defining those parts of the property of the Spaniards that fall in the Natura 2000 zone. Author of the grand project for concreting one of the last remaining unspoilt pieces of the picturesque Black Sea coast is architect Stefan Dobrev. In previous stages the porject provided for concrete to be poured out on nearly 120 acres, which are located in Zone A of the Black Sea – the so-called 100-metre strip next to the beach.
